Well, who in the army, either side, was responsible for keeping the time? Army, Corps, Division, Brigade, Regiment(Batallion), Company, Platoon, Section. Who knew the correct time? Who told the bugler to blow the correct call a half hour before sunrise? How did he know it was a half hour before sunrise?

Without looking it up, my feeble mind says the Sgt Major of the regiment at that level.

In the latest CWTI, there is the article about Burnside's bridge and why the attack was delayed between Mac's order and Burnside's putting it into action.  But it looks like Mac's adj had a watch and logged the time the orders were issued.
Also it looks like Burnside had a watch, and each of his brigade commanders had one, because in their AARs they mention the time.
